The Managing Director, Nigerian Ports Authority (NPA), Ms Hadiza Bala-Usman, said Wednesday’s decision of the Senate investigate activities of the Joint Venture (JV) enterprises of the organisation.
The JV enterprises are: the Lagos Channel Management (LCM); the Bonny Channel Company; and the Calabar Channel Management Company Ltd.
The Senate had on Wednesday at plenary ordered a probe into the $3bn allegedly spent by the Nigerian Ports Authority on the dredging of Lagos, Bonny and Calabar water channels.
But, reacting to the probe, the Principal Manager, Public Affairs of NPA; Mr Ibrahim Nasiru, also recalled in a statement that the decision to look into the JV activities of the authority was raised in a motion on the floor of the Senate on Wednesday.
He said the present management of NPA had on assumption of duties, identified the challenge and taken immediate steps to address the situation.
Nasiru said NPA was ready to collaborate with other agencies of government to ensure transparency in the execution of government business and work in the best interest of Nigeria.
He added that the investigation ordered by the Senate was in line with the determination of the NPA to open its books for probity at all times.
According to the spokesman, as part of the processes towards transparency, an advertisement for Expression of Interests for “Consultancy Services for Dredging and Channel Design Optimisation Studies’’ was placed in some newspapers in October 2016.
He said so far three companies had been pre-qualified for the assignment with a Request For Proposals (RFP) already issued toward the conclusion of the process for the award of contracts.
“The studies, when completed, will provide an accurate information on the depth and siltation levels of the channels and ultimately, guide the NPA in its next line of immediate and future actions on the channels,’’ he said.
He added that the studies would additionally provide a comprehensive review of the dredging practices currently adopted for the management of the Bonny/Port Harcourt Channel, the Calabar Channel and Lagos Channel.
He said there would also be a comprehensive review of the existing channel layout and recommendations on how the layouts could be optimised for current and projected vessel traffic in each of the pilotage districts.
“As part of the optimisation studies, it is recognised that the consultant will undertake further in-depth studies on hydro-dynamic modelling, sedimentation modelling, navigation simulation studies and navigational risk assessments.
”The NPA discovered that the cost of dredging of the channels has increased on yearly basis in the past and that the studies would provide guidance on specific measures to take to save cost”, Nasiru said.
Meanwhile,Deputy President-General of the Senior Staff Association of Statutory Corporations and Government Owned Companies (SSASGOC), Comrade Umar Omeiza Jimoh has supported the decision of the Nigerian Senate to probe the activities of the Joint Venture Enterprises of the Nigerian Ports Authority (NPA)
Speaking with Shipping Position Daily yesterday in Lagos, Umar who welcomed the probe stated that dredging of the Calabar Channel was not a good business for the country.
Umar who is the immediate past president of SSASGOC, Maritime branch said what the Calabar port needed was maintenance dredging and not capital dredging, because of siltation.
He said: "On Calabar Channel dredging, if you are dredging a place there must be need why you undergo such. We should know that Calabar Channel is riverine in nature and it use to have siltation and what we need is maintenance and not capital dredging giving the type of vessels that call at the port. You cannot dredge a channel to 10m when a vessel of 4 meter is enough. Why do you do that?
Umar queried economic value of dredging Calabar channel to 10m when all it needed to receive vessels is 4meters.
"What is the economic value to dredge to 10m? I am in operations and what the vessels that call there need is 4 metres. So what we need is maintenance and not capital dredging. That is how they are misappropriating our funds. I don't know who give them the advice to start the project," he said.
