Barring any unforeseen circumstances, the Nigerian Shippers’ Council will today inch closer to actualising the construction of a Truck Transit Park at Obollo-Afor in Enugu State.
The Council is expected to open bids that had been submitted for the advertised Request for Qualification (RFQ), a vital step towards unveiling the concessionaire.
In a well-circulated bid opening notification, the Council confirmed that the bid would be opened today (February 19) and it has also invited interested firms to participate in the qualification process for the selection of a private partner through a competitive bidding process for the development of the park.
Giving an insight into the obligation of the eventual winner of the bid, it explained that, “the selected private partner would undertake to design, finance, build, operate, maintain and transfer based on terms and conditions to be set out in the concession agreement”.
The Council added that the exercise is expected to culminate in the choice of a concessionaire with technical and financial capability to develop the park as envisaged.
It also said that it, “is desirous of procuring a Concessionaire/Developer to design, build, finance, manage and operate a Truck Transit Park, Obollo-Afor, Enugu State, and transfer the facility back to the Nigerian Shippers’ Council (NSC) after an agreed period of time, on a Build-Operate-Transfer basis.
Shipping Position Daily learnt that, prior to today’s exercise, an Outline Business Case (OBC) had been developed and submitted to the Infrastructure Concession and Regulatory Commission (ICRC). The ICRC has also issued an OBC Compliance to the Nigerian Shippers Council.
Apart from the Truck Transit Park at Obollo- Affor, there are others that are also at different stages of consideration in Mararaban-Jos, Kaduna State, Kogi State, Niger State, Ondo State, Ogun State, Delta State and Lagos State.
