The African Professional Freight Forwarders and Logistics of Nigeria (APFFLON) has alleged personal gratification and sponsorship of the recently-released Presidential Enabling Business Environment Council (PEBEC) rating of Federal Government agencies, this is even as the association has called for a total overhaul of the committee over alleged underperformance.
The APFFLON President; Otunba Frank Ogunojemite lamented the omission of some key agencies by the committee, he further said PEBEC has not been visible and as such lacks the ability to rate any agency high or low in the country.
He further queried the PEBEC ranking, which named the Standards Organisation of Nigeria (SON), as the top-performing agency in terms of transparency and efficiency in the Ease of Doing Business ranking order, adding that NDLEA out-performed every agency in 2022.
In the ratings, the SON was ranked number one on the performance table, trailed by Nigerian Content Development and Monitoring Board (NCDMB), Federal Competition, Consumer Protection Council (FCCPC), Nigerian Export-Import Bank (NEXIM), and Corporate Affairs Commission (CAC).
Ogunojemite stated that APFFLON was shocked by the omission of NDLEA and the National Agency for Food and Drugs Administration and Control (NAFDAC) from the ranking,
“Honestly, APFFLON was amazed at the non-inclusion of NAFDAC, and NDLEA in the ranking, in fact, NAFDAC performed far better than SON, but NAFDAC was omitted, what about NDLEA; because for me, the agency outperformed every other agency in 2022. What are the indices and criteria that shot SON to the first position, he queried.
“It is really shocking to see these agencies earning accolades and winning awards they never merited in the first place. In all fairness, the NDLEA led by Brig. Gen. Buba Marwa (rtd) dazzled everyone with its outstanding performance in bursting drug cartels and recording massive seizures of unwholesome drugs, apprehending peddlers and bringing them to book.”
“PEBEC rating may have been sponsored”, he alleged, even as he stated that “PEBEC needs to be overhauled, they are not working to expectations. PEBEC has not been visible, I am so surprised that NAFDAC is not listed among agencies in the assessment record, how will SON be there and NAFDAC will be missing, even NDLEA with all the things they are doing; are they telling us that the performance of SON exceeds that of NDLEA, can they tell us why NAFADAC was omitted. So I see the assessment and rating as being biased and partial”.
“Even they (PEBEC) themselves are not visible, I have tried several times to reach out to PEBEC, but there was no response. If at all they want to carry out any rating, stakeholders need to be included”, he said.
