As the Federal Government has given March 31st as deadline for sanctions on default on palletisation, the National Association of Government Approved Freight Forwarders (NAGAFF) has said that looking at the nation’s business environment; the country is not yet ripe for the policy.
The National President of the association, Chief Increase Uche, who disclosed this yesterday in a chat with Shipping Position Daily in Lagos, however applauded the policy, saying that it is line with globalisation in shipping practice, he added that it is normal for containerised cargos to be palletised.
He also maintained that where the guideline allows palletisation the cargoes should be palletised and where it doesn’t the filling method should be followed.
He said; “It is a good policy which is in line with the globalization in shipping practice it is a general norm that containerised cargo should be palletized where necessary. But looking at the Nigerian business environment and the nation trading space, you will discover that Nigeria for now is not fully ripe to apply palletisation to the fullest. But we to have look at the agendum by the finance ministry, you will discover that they try to separate the difference types of shipment, that those that the manufacturers guideline doesn’t specify that the cargo should be palletised should go by the manufacturers’ guideline whether you should use another method”.
Speaking on the newly introduced Nigerian Integrated Customs Information Procedure (NICIS) 11, he lampooned the Customs service, saying that the whole thing is just a re-arrangement of procedures.
“Customs have failed, they should modernise their procedures, they are only rearranging customs procedures; there have never been any innovation there. To me, the NICIS 11 is just a rearrangement of procedure they have not added any new thing. They are just trying to confuse people the more” he concluded.
