FRONT PAGE COMMENT: NIMASA’s Mobereola And The Uphill Battle

Dr. Dayo Mobereola’s appointment as Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA) ushers in a new chapter for the agency.  As he takes the helm from Dr. Bashir Jamoh, he inherits a maritime sector brimming with great potentials, yet fraught with challenges.
This Front Page Comment explores the key areas which he must prioritize to propel NIMASA towards a future of enhanced maritime safety, regulatory efficiency, and economic prosperity.
Charting a Course for Success
Dr. Mobereola’s leadership will be defined by his focus on several critical areas, but safety and security remain paramount. Here, fostering robust collaboration with regional and international stakeholders is vital to combat piracy, drug trafficking, and other maritime crimes. Additionally, NIMASA must champion the streamlining of regulatory processes to ensure seamless maritime operations, while adhering to the highest international standards.
Navigating the CVFF Conundrum:
As Mobereola assumes leadership at NIMASA, stakeholders will eagerly anticipate his approach to the disbursement of CVFF. Perhaps the non-disbursement of the CVFF may be the greatest undoing of his predecessors; particularly Dr. Bashir Jamoh who after several promises failed to disburse the fund.
The CVFF holds immense potential to catalyze maritime development, yet its effective utilization has remained elusive.
One of Mobereola’s immediate challenges will be  to address the longstanding issue of disbursement. Simplifying the process and ensuring transparent utilization of these funds is imperative. Stakeholders expect clarity on how CVFF allocations will be disbursed to support indigenous maritime operators, fostering industry growth and job creation.
Disbursing the CVFF presents Mobereola with a golden opportunity to distinguish himself as a dynamic and results-driven leader. By delivering tangible results that directly benefit the maritime sector, he can solidify his reputation as a champion of industry interests. The successful disbursement of the fund will not only further polish Mobereola’s résumé, but also position him as a beacon of progress and innovation at NIMASA and in the industry at large.
Resurrecting the Floating Dock:
To be regarded as a successful DG, Mobereola must prioritize the urgent task of revitalizing NIMASA’s abandoned floating dock that has been left idle during Jamoh’s  four years in office
The neglect of this crucial asset has not only squandered valuable resources, but also undermined NIMASA’s credibility. Swift action to put the floating dock back to work is imperative, not only to rectify past shortcomings, but also to bolster Mobereola’s standing among stakeholders.
The new DG must prioritize the rehabilitation and operationalization of the floating dock without delay. Years of neglect have taken toll, necessitating comprehensive repairs and maintenance to restore its functionality. By mobilizing resources and expertise, Mobereola can breathe a new life into this vital infrastructure, unlocking its potential to enhance maritime operations and stimulate economic activity.
Inclusive Engagement: Partnering with Stakeholders for Progress
Mobereola’s success at NIMASA hinges not only on internal reforms, but also on fostering robust collaboration with diverse stakeholders, including ship owners, seafarers, master mariners, Maritime Workers Union of Nigeria (MWUN) and journalists. Journalists are more than just observers; they are crucial partners in shaping public perception and discourse around the maritime industry. Mobereola should proactively engage with journalists, providing them with insights. By elevating journalists’ role from mere spectators to active participants, Mobereola can harness their influence to drive positive change and promote accountability within the maritime sector. If Mobereola makes journalists more involved, they can help make good things happen at the agency.
Avoiding Pitfalls/Banana Peels
Mobereola must tread cautiously to avoid pitfalls that have hindered previous DGs. Transparency and accountability in governance should be non-negotiable principles, shielding NIMASA from accusations of mismanagement or corruption. Embracing technological innovations and adopting best practices from successful maritime agencies globally can help mitigate risks and optimize resource utilization.
Aligning with the Ministry for a Thriving Blue Economy
Dr. Mobereola’s success will be significantly influenced by his ability to establish a harmonious working relationship with the Minister of Marine and Blue Economy. Recognizing the historical dynamics between NIMASA and the Ministry, Dr. Mobereola must navigate this terrain with diplomacy.
While acknowledging the Minister’s importance in appointing a DG for NIMASA, Dr. Mobereola should strive to transcend political considerations and prioritize  national interest. Building mutual trust and demonstrating exceptional competence in fulfilling his mandate will be paramount in earning the Minister’s support.
