The Flag Officer Commanding (FOC) Western Naval Command, Rear Adm. Abdullahi Mustapha, said he devised a four-D doctrine to improve the activities of the Command in safeguarding the country.
The four D-doctrine is “to Detect, Deter, Disrupt, and Deny any criminal activity to further protect the maritime domain”.
Mustapha said this on Thursday during a familiarisation visit and groundbreaking ceremony of the Nigerian Navy officers’ Mess and Boat Club.
The visit was organised by the Naval Officers’ Wives Association (NOWA) and held at the Western Naval Command, Lagos.
The FOC said he had used the theory by deploying smaller vessels in the creeks or lagoon, to cover the blind spots against smuggling activities from the flanks of Badagry.
“We have also leveraged technology using the Maritime Bureau Awareness Facility provided by the Nigerian Navy.
“That is the Falcon Eye and the Regional Maritime Awareness capability system to use intelligence to drive our operations,” he said.
Mustapha said that this had consolidated on the strategic directives of the Chief of the Naval Staff, Vice Adm. Idi Abbas.
“This directive has continued to contribute meaningfully to safeguarding Nigerian maritime domain and protecting its critical national assets and infrastructure.
“This has also promoted and added to national security in synergy with other security agencies and stakeholders,” he said.
The FOC said that most crimes actually happened at the community.
“So, one of our mantras is to engage the community leaders and also traditional institutions which we have done.
“We have also conducted several medical outreach to bring the community closer to us so that they can find alternative means of livelihood instead of committing crimes,” he said.
