A faction of the National Council of Managing Directors of Licensed Customs Agents (NCMDLCA) has called on the Council for Regulation of Freight Forwarding in Nigeria (CRFFN) to begin the training of freight forwarders as provided in the Act establishing it.

In the letter which was signed by the factional Deputy National President, Mr. Uchu Block, the association noted that there was urgent need to request for the course outline of the CRFFN and the number of the trained candidates
Block said:“This will build confidence in the system and address the present misinterpretation of Licensed Customs Agent and freight Forwarder that is limited to only forwarding. That is transport that is boarder related”, it said.
The NCMDLCA argued that licensed custom agents profession is World Trade Organisation (WTO)/World Customs Organisation (WCO) which is based on trade application of all international trade procedure, the treatment of classification, and interpretation of procedure, process and regulatory requirements as a cargo surgeon.
According to NCMDLCA, for now the institution that offers the Customs brokerage profession is the Customs University, WTO Technical Assistance Programme, UNCTAD Technical Programme, OECD, WCO classification and interpretation which is not existing in any institution in the country. It is only for trade experts who by their training are WTO/ WCO, UNCTAD UNDP compliant.
The association also stated the need for the council to comply with provision of the CRFFN Act 2007 on funding.
It argued that annual practicing fees is payable by every freight forwarder as there was no such fees as transaction fees. “The fees are annual practicing fees that is supposed to be paid by registered freight forwarder”, it said.
