NPERA Bill Awaits Presidential Assent, Signals New Era in Port Regulation

The Nigerian Ports Economic Regulatory Agency (NPERA) Bill, which aims to transform the Nigerian Shippers’ Council (NSC) into a more robust and independent port economic regulator, is currently awaiting President Bola Ahmed Tinubu’s assent, having successfully passed through both chambers of the National Assembly.

This was disclosed by the Executive Secretary of the Nigerian Shippers’ Council, Dr. Akutah Pius, during the Council’s 2025 Operational Retreat for Middle Management Staff which started on Wednesday in Abeokuta.

Speaking at the retreat, Dr. Akutah noted that the proposed transition to NPERA aligns with the present administration’s commitment to establishing a more structured and efficient port regulatory system. “Essentially, the passage of that bill will establish a strong, independent regulatory regime with enforceable legal powers, unlike the current law,” he said, adding that the new framework would also include legal provisions related to criminal prosecutions where necessary.

The NSC boss further commended President Tinubu’s dedication to addressing regulatory issues in the maritime sector and strengthening the blue economy. According to him, the creation of the Ministry of Marine and Blue Economy and the Ministry’s dynamic activities under the leadership of Adegboyega Oyetola highlight the growing importance of the sector to national development.

Also speaking at the retreat, President of the Chartered Institute of Logistics and Transport (CILT) Nigeria, Barr. (Mrs.) Mfon Usoro, emphasized the urgency of instituting an independent economic regulator for port operations.

 In her paper titled “Understanding the New Regulatory Environment, Regulatory Framework and Transition,” Usoro expressed optimism that NPERA would bring about greater regulatory clarity, eliminate arbitrary charges, and promote fair competition in the port sector. However, she cautioned that the NSC must relinquish its roles in managing Inland Dry Ports (IDPs) and Vehicle Transit Areas (VTAs) once NPERA comes into effect.

Earlier in his welcome address, NSC’s Director of Strategic Planning and Research, Mr. Rotimi Anifowose, described middle management staff as the operational engine of the Council. He encouraged participants to maximize the learning opportunities presented at the retreat.

“In a fast-moving environment like ours, your ability to adapt, make informed decisions, and lead with confidence is what makes Shippers’ Council a community in the Marine and Blue Economy of the nation,” he stated.

The retreat comes at a crucial time for the NSC as it prepares for a historic institutional transition and a more assertive role in port economic regulation.
