NAGAFF Blasts ANLCA For Allegedly Manipulating Customs Training

Apparently not satisfied with the on-going customs brokers’ training which is domiciled at the headquarters of the Association of Nigeria Licensed Customs Agents (ANLCA), the National Association of Government Approved Freight Forwarders (NAGAFF) has condemned ANLCA for manipulating the industry with the training.

The training is sponsored by the Nigeria Customs Service.
 

Apparently not satisfied with the on-going customs brokers’ training which is domiciled at the headquarters of the Association of Nigeria Licensed Customs Agents (ANLCA), the National Association of Government Approved Freight Forwarders (NAGAFF) has condemned ANLCA for manipulating the industry with the training.

The training is sponsored by the Nigeria Customs Service.
 
The National President of ANLCA, Prince Olayiwola Shittu had at the commissioning of its Tin Can chapter recently said that the renewal of freight forwarding practicing license will now depend on attendance at the training programme.

But in a statement forwarded to Shipping Position Daily by NAGAFF yesterday, the association accused ANLCA of misleading stakeholders and abusing certain privileges.‎

The statement signed by Mr. Vincent Nnogu, National Protocol Officer‎ of NAGAFF noted that, "NAGAFF wishes to appreciate the fact that, indeed ANLCA secretariat bears the name of the present Comptroller General of Customs, as Inde Dikko House, but that has not officially conferred on ANLCA  secretariat as enlisted/extended training college of the Nigeria Customs Service"

The association described the training at‎ ANLCA secretariat as an in-house training programme, arguing that a tutored national training programme of the service is expected to be observed and undertaken at the different Customs training colleges nationwide, as Customs Agency Legislation is not limited to Lagos operations alone.

"NAGAFF by our informed position is aware that the Nigeria Customs administration is one that thrives and being optimally administered via official circulars, legal notices and memos, therefore, it is pertinent to state here that, there is no existing memo conferring on ANLCA or its National Secretariat the status as a training centre for certification
purposes"

The association further argued that the renewal requirement of practicing licenses is
determined by the License Inspection department of the Customs.

"It has become necessary to caution that, there is no where it has ever become administrative for a professional association to assume position of the mouth piece of any government agency, how much more a critical stakeholder in the international supply chain, like the Nigeria Customs Service"

"NAGAFF wishes to advice our sister association, ANLCA not to abuse the
good gestures and intents of the Comptroller General of Customs, whereby such are reduced intents to a mere instrument of industry monopoly or a tool to representing a yeoman’s job"

The association further warned ANLCA that the integrity of the Customs Service
and that of the Comptroller General of Customs must not be openly dragged
into the association’s  manipulation and intrigues.
