CTN LEVY: AGAIN, SHIPPERS’ COUNCIL SCHEMES TO UPSTAGE NPA

About six months after news filtered-in that it was interested in taking over the collection of the controversial Cargo Tracking Note (CTN) levy from sister maritime agency; the Nigerian Ports Authourity (NPA), the Nigerian Shippers’ Council has renewed its bid for the lucrative job.

About six months after news filtered-in that it was interested in taking over the collection of the controversial Cargo Tracking Note (CTN) levy from sister maritime agency; the Nigerian Ports Authourity (NPA), the Nigerian Shippers’ Council has renewed its bid for the lucrative job.
Sources at both the agency and the ministry of transport told our correspondent last week that the Shippers’ Council’s new move is based on the recent directive by the managing director of  NPA, Engr Omar Suleiman to all shipping lines that they must resume  enforcement by ensuring that cargoes on board their vessels have the CTN again.   
Although, Shipping Position Weekly could not confirm if the shipping lines have agreed to resume enforcement, it was however confirmed that the collecting agent of NPA, Belgium –based TPMS has started oiling its collection machineries again.
We learnt that the company has renewed fresh strategies with NPA with a view to ensuring a hitch- free process.
But insider sources said last week that the Shippers’ Council is indeed relying on its links at the Union of African shippers Council and the fact that some sister African states are using their Shippers’ Councils for the purpose of CTN.
Although no one at the NSC was willing to be quoted on the renewed ambition of the agency, sources at NPA hinted our correspondent last week that the sister agency is aware of the plans.
“We sure know that they are planning, but the question is: where they when NPA was doing the leg work on CTN, we conceived it and wrote the memo for it, everyone was given the opportunity, but they didn’t do anything why are they now scheming”,  a top personnel in NPA told Shipping Position Weekly .
It was also confirmed that officials of TPMS not taking chances either and that they are also intensifying their lobby to remain in charge and ensure that the move by Shippers’ Council failed.
