Two port system giants; APM Terminal and Cotecna Destination Inspection Limited are fine-tuning strategies for the commencement of pre-scanning of containers in the night in Lagos port.
The good news was broken last week in Lagos when the Port Industry Anti-Corruption Standing Committee (PIACSC) paid Cotecna an advocacy visit.
Disclosing this to the PIACSC delegation which was led by its vice chairman, Alhaji Suleiman Ahmeen, the managing director, Cotecna, Mr Tayo Rabiu described the development as " a step forward in the move to achieve faster and efficient cargo clearance at the Nigerian ports, Cotecna is presently collaborating with AP Moller to carry out pre-scanning of containers at night hours in Apapa”.  He however failed to give details of when the night scanning would start
Commenting on the gains of automation, he declared that the new process “has made it difficult for individuals to manipulate the process. The use of IT systems made it possible for all transactions data to be easily recalled no matter how far back the transaction".
The Cotecna boss also assured all agencies that are engaged in trade facilitation endeavours that it will always partner with them and assist in fastracking the process.
While receiving the team, Mr. Rabiu promised that "Cotecna is ready and willing to collaborate with the committee to make Nigerian Ports and the clearing process free of corruption and all forms of malpractices".
Giving an insight into what the committee stands for, Alhaji Suleiman explained that the visit to Cotecna was part of its strategy of advocacy, enlightenment, persuasion and appeal to port industry stakeholders to dissuade them from encouraging in corrupt practices and embrace transparency in their operations. He consequently declared that it was possible to achieve a sane and corruption- free port system in Nigeria.
Commending the ethical disposition of the PIACSC, the Cotecna boss disclosed that his organisation is a member of the International Federation of Inspection Agency (IFIA) and has introduced its Business Ethics and Compliance Code in 2003 to reflect the requirements of the agency compliance standards. According to him, the Cotecna principles of compliance code are Integrity, Conflict of Interest, Confidentiality, Anti-bribery and Fair Marketing.
