Former Executive Secretary/Chief Executive Officer of the Nigerian Shippers Council (NSC), Dr. Kingsley Usoh, has added yet another book to his expanding list of academic contributions to the nation’s maritime sector through the publication of a new book titled, “The Politics of Shipping and the Nigerian Economy”.
The book presentation ceremony is expected to be chaired by Nigeria’s former number two citizen and ex- military administrator of Lagos State, Admiral Mike Okhai Akhigbe (rtd). The event will hold on 19th May 2009, at the Nigerian Institute of International Affairs, Victoria Island- Lagos.
The 510 page book with a foreword written by elder statesman and maritime industry top player, Alhaji Bamanga Tukur, is divided into seven chapters. The book’s broad appeal touches on several fundamentals and discusses priorities that could effectively address the identified weaknesses in the maritime space of developing economies like Nigeria.
Issues examined in the book include: history of unfair trade arrangements; structure of maritime policy development and legislative mechanism; institutional constraints of the UNCTAD Code for Liner Conferences; liberalization of trade and shipping services as well as the logistics chain service provider concept and the Nigerian economy.
The book also examined the impact of the common European Energy Policy on international shipping and the Nigerian economy in particular. A chapter was dedicated to the implementation of the International Ship and Port Facility (ISPS) Code and its relevance in the current global efforts aimed at combating piracy and related criminal activities against maritime assets.
The author is a trained maritime expert; he was the Managing Director of Nigerian Shippers Council 1987 – 1996. As the Chief Executive of the Council, he was the Head of the Nigerian Delegation to the World Trade Organisation (WTO) to negotiate Trade in Services (1995-1996) and to the United Nations Conference on Trade and Development (UNCTAD) 1980. He was also the Union of African Shippers Councils’ Principal Negotiator with the World Bank and European Union on maritime matters (1994-95 & 1989-90). In 1989-90, he was the President of Union of African Shippers Council (UASC), among several achievements.
